Well, of course, you can only 'learn English' in English but you can say or write the word 'learn English' in any language. So this is a play on words. It is what we call a pun. The English language is full of puns. Some people find them humerous and others find them hideous. Whatever category fits you, they are a real part of the English language, and the best way for you to understand them is to come to England and live the language.
